Police pulled the bodies of two women from the shore of the Hudson River Wednesday afternoon. Responding to a 911 call, officers found the women lying on the rocks near West 68th Street on Manhattan's West Side just after 2:30 p.m., the NYPD said. The bodies were fully clothed and bound together with duct tape, a police source said.

But what was inside was alarming: crude pipe bombs wrapped in black tape, with wires sprouting from each end. None of the explosives detonated, and no one was hurt. But authorities quickly launched a wide-ranging investigation into the devices that targeted multiple Democrats — including two former presidents, and CNN in New York.
