Excelsior Scholarship criticized

In 2017, New York Gov. Andrew Cuomo was proud to launch a program offering tuition-free education at New York's public universities and colleges. It is called the Excelsior Scholarship for middle-class students. But an analysis by a think tank the Center for an Urban Future concludes that about 70 percent of the students who applied were rejected. The center also criticizes the Cuomo administration for exaggerating how many students could benefit from the program.
