Does congestion pricing make NYC quieter?

Could congestion pricing be making New York City quieter? New data shows that noise complaints about car horn honking have dropped by 70% in the congestion pricing zone since the policy began. The city's Department of Environmental Protection even reports that no summonses were issued for excessive horn honking south of 60th Street between January 5 and March 4—compared to 27 during the same period last year.
