The NYPD responded to more than 200,000 311 calls for noise complaints just this year, the department said. Last year, inspectors from the city's Department of Environmental Protection handled more than 58,000 noise complaints. In an effort to combat the noise, two City Council members recently introduced a bill that would require the city to respond to a noise complaint within two hours.

Police responding to a 911 call at an apartment building in Brooklyn fatally shot an emotionally disturbed man Monday after a stun gun failed to subdue him, sources told FOX 5 News. The shooting took place just before 1 p.m. at the Flatbush Gardens apartment complex on New York Avenue near Foster Avenue in East Flatbush.

Andrew Cuomo was in the city speaking at an event for the Association for a Better New York. He brought up the price tag of the MTA's subway overhaul plan. Aronwald, a college sophomore, initially created the CarPo app for college students to carpool long distances together. When the New Jersey native noticed how difficult the Morris and Essex line commute had become, he adjusted. The app now connects New Jersey drivers with commuters for a carpool service into New York City.

Mayor Bill de Blasio's subway ride on Sunday was meant to send a message to the MTA. But a different message sent the night before is completely changing the dialogue. An email, obtained by the New York Post, says the NYPD was instructed to sweep two Brooklyn stations of all homeless people before the mayor arrived.

After a 30-day audit of the subways, the MTA released its two-phase reorganization plan. The first phase is broken down into five categories: signals and tracks, cars, stations, communication, and management. All of them will require a lot of money. The second phase will focus on modernizing the system. The MTA will unveil details in the coming weeks.

The NTSB has concluded Metro-North Railroad is not to blame for the Valhalla, New York, train crash two and a half years ago. The investigation said the probable cause of the accident was the driver of an SUV that was on the tracks. While engineers admitted certain factors contributed to the severity of the accident, they said none of it would have happened if the driver followed railroad crossing warnings.

LIRR commuter Joan Hernandez got a private ferry ride across the East River from Long Island City to East 34th Street Monday morning. And it was not the first time. The evening rush is equally quiet. The 3:40 p.m. and 4:11 p.m. boats left 34th Street without a single passenger Monday afternoon. The often-empty boats, one all the way from Plymouth, Massachusetts, have been chartered by the MTA exclusively as an alternative option during the so-called Summer of Hell.

Forget the Summer of Hell; for riders of the No. 7 subway line, it is all four seasons of hell. Another day, another delay on the 7. Ever since track repair work began at Penn Station, the 7 line has been absorbing some LIRR commuter runoff. The additional crowding will last until September when the repair work at Penn Station is expected to be completed.

Detective Miosotis Familia's friendly eyes and a smile that brightened every room she walked into are uncannily captured in a portrait painted by artist Kenny Altidor. Familia was assassinated in the Bronx on July 5. The next day Kenny went to work making sure every detail was just right. The portrait now sits at Familia's home precinct, the 46th, where her heartbroken colleagues write messages they wish they could say to their sister in blue.
