A man riding a horse and leading a second were stopped Monday morning crossing the Outerbridge Crossing headed for Staten Island.

Pedestrians, bicycles and horses are not generally allowed on major roadways.

SkyFoxHD was over the Port Authority building on Staten Island at Noon where the horses, carrying lots of cargo, could be seen standing next to the man as he talked with police.

It is not clear where the man who was wearing a cowboy hat and vest and the horses were coming from or where their intended final destination was supposed to be.

The Staten Island Advance reported that the man is believed to be Doc Mishler, a cancer survivor, who is riding to raise money to fight childhood hunger.

The Outerbridge connects Perth Amboy, New Jersey, with Tottenville, Staten Island.

Approximately 30 million vehicles use the span annually.
