Flooding in Westchester County forces Bronx River Parkway closures

Westchester County was one of several places in the Tri-State hit hard by rain early Tuesday afternoon, with flooding forcing closures on the Bronx River Parkway in White Plains. But that hasn't stopped at least one driver.
