J'ouvert usually begins at 4 a.m. on Labor Day on the streets of Brooklyn but will start this year at 6 a.m. Revelers will have to pass through metal detectors, and no alcohol or backpacks will be allowed.

The NYPD officer who was shot Thursday has been released from the hospital. Police Officer Hart Nguyen left Jamaica Hospital in Queens Friday afternoon to applause and cheers from his brothers and sisters in blue. Nguyen was shot in the chest and arm while responding to a 911 call about an emotionally disturbed person in the Cypress Hills section of Brooklyn. His ballistic vest stopped two rounds, which likely saved his life, the NYPD commissioner said. One round penetrated his right arm.

A New York City police officer who was shot in Brooklyn Thursday afternoon is very lucky to be alive, officials said. As the officer approached the rear of a home, a 29-year-old man fired several shots, hitting the cop twice in the chest and once right arm, the commissioner said. The officer's ballistic-resistant vest stopped the round that hit him in the chest.

The NYPD responded to more than 200,000 311 calls for noise complaints just this year, the department said. Last year, inspectors from the city's Department of Environmental Protection handled more than 58,000 noise complaints. In an effort to combat the noise, two City Council members recently introduced a bill that would require the city to respond to a noise complaint within two hours.

Police responding to a 911 call at an apartment building in Brooklyn fatally shot an emotionally disturbed man Monday after a stun gun failed to subdue him, sources told FOX 5 News. The shooting took place just before 1 p.m. at the Flatbush Gardens apartment complex on New York Avenue near Foster Avenue in East Flatbush.

In what the NYPD commissioner called an assassination, a New York City police officer has died after being shot in the head in a police vehicle in the Bronx. Officer Miosotis Familia, 48, died at a hospital early Wednesday. Familia was a 12-year veteran of the NYPD. She was about to end her shift for the night when the shooting took place. Officers gathered outside her precinct Wednesday morning and the flag on top of the building was lowered to half-staff.
