Regions of NY prepare to reopen

Some parts of New York can enter Phase One of the reopening plan on Tuesday. That includes the Mid-Hudson Valley. New Rochelle, the first coronavirus hot spot in the state, is part of that. While select small businesses may be opening, limitations will be in place.
