Congestion pricing debate

A proposal to impose new tolls on motorists driving south of 61st Street in Manhattan is expected to be included in the budget. The toll, which would vary by day and time, would begin in 2021 as a way to reduce traffic congestion while also raising billions of dollars for the city's aging subway system.
