Murphy, Hochul back phonics instruction in State of the State addresses

Both Governor Kathy Hochul and Phil Murphy pushed for a return to phonics in their State of the State addresses. However, that technique has been largely abandoned by many schools in favor of a more memorization based approach. FOX 5 NY's Richard Giacovas has more on that ongoing debate.
