New sanitation proposal aims to tackle NYC rat problem

The mounds of loose garbage bags lining the streets outside NYC restaurants, bodegas and grocery stores could soon be a thing of the past, thanks to a new proposal from the Sanitation Department, part of the ongoing effort to curb the city's rat problem.
