New York City's pilot program to clean up the city by adding large trash bins to keep the city's streets clean has one issue: the bins take up thousands of parking places. In West Harlem, FOX 5 New Yorkers spoke to residents, some who said they loved the idea while others say parking in New York City is stressful enough already.
