New York families sue after special needs programs denied funding without appeal

New York families have filed a federal class action lawsuit against state officials, claiming they are putting up roadblocks for people with intellectual and developmental disabilities, and denying them a chance to appeal. FOX 5 NY's Hayley Fixler reports.
