Construction boom causing traffic nightmare?

Many New Yorkers blame a boom in construction for a traffic nightmare.  

The New York Building Congress - which is a local trade organization - estimates that construction spending jumped 26 percent this year -- driven by a spike in development of both office and residential properties.

Chris Pollack, the president of a project management company that does construction all over the city, says his company, and many other construction companies, are now figuring out ways to accommodate frustrated New Yorkers.

Pollack stages all his projects at a warehouse in Brooklyn so that his crews don't waste time doing the work in the streets.

As for construction projects run by the city - the Department of Transportation came up with a "street works manual" --  which gives specific instructions on how street work must be performed --in order to minimize disruption.
